Hiring of HR Consultant (Fixed-Term Contract)

The Pakistan Mineral Development Corporation (PMDC), a state-owned enterprise operating under the Ministry of Energy (Petroleum Division), Government of Pakistan, has announced a vacancy for an HR Consultant (Individual). The appointment will be made on a Fixed-Term Contract Basis for One Year at the PMDC Head Office in Islamabad.

PMDC is responsible for the exploration, mining, and marketing of various minerals across Pakistan and is seeking an experienced HR professional with strong leadership and industrial relations expertise.

Educational Qualification

Applicants must possess:

MBA or
Master's Degree in a relevant discipline

The degree must be obtained from an HEC-recognized or internationally recognized institution.

Experience Requirements

Candidates should have:

Minimum 20 years of post-qualification experience in managing strategic HR operations in large industrial organizations in Pakistan or abroad.
5–8 years of experience at a Functional Head or Leadership level in:
- Public Sector Organizations (SOEs) of Pakistan, or
- Organizations with a workforce of 2,000 or more employees.

Applicants must demonstrate expertise in:

HR strategy and planning
Industrial relations
Collective bargaining agreements (CBA)
Labour unions
Compensation and benefits
Performance management systems
Talent management
Succession planning
Organizational development
HR governance

Preference

Preference will be given to candidates with experience in:

Mining Sector
Energy Sector
Administration
Supply Chain
Industrial Relations

Age Limit

Maximum 65 years as of the closing date for applications.

Terms of Reference (TORs)

The selected HR Consultant will be responsible for:

Developing and implementing PMDC's Human Resource Strategy.
Driving organizational restructuring, workforce optimization, and HR transformation initiatives.
Managing industrial relations and collective bargaining processes.
Designing compensation, rewards, and employee recognition frameworks.
Developing talent management, leadership development, and succession planning programs.
Improving performance management systems and organizational development initiatives.
Ensuring compliance with labour laws, corporate governance requirements, HR policies, and public sector regulations.
Advising the CEO and Board on human capital planning, organizational culture, and change management strategies.
