Finance Department Government of Balochistan Jobs 2026 – Individual Transaction Advisor (PPP/Concession)

The Finance Department, Government of Balochistan has invited applications from highly qualified and experienced professionals for the position of Individual Transaction Advisor. The selected consultant will provide expert advisory services for the establishment of Balochistan Insurance Company Limited (BICL) under the Public Private Partnership (PPP)/Concession framework. Position Details

Individual Transaction Advisor (Consultant)

  • Organization: Finance Department, Government of Balochistan

  • Project: Establishment of Balochistan Insurance Company Limited (BICL)

  • Hiring Basis: Individual Consultant (Request for Proposal)

Key Responsibilities

The selected consultant will be responsible for:

  • Providing negotiation support and transaction management.

  • Drafting and finalizing PPP/concession transaction documents.

  • Conducting market structure and commercial feasibility assessments.

  • Developing premium pricing and benchmarking frameworks.

  • Advising on institutional, regulatory, and governance matters.

  • Preparing risk allocation frameworks and government safeguard measures.

  • Reviewing transaction documents to ensure legal and regulatory compliance.

  • Supporting negotiations with stakeholders and preparing final advisory reports.

Qualification & Experience

Applicants should possess:

  • Minimum 15 years of relevant professional experience in regulatory advisory, financial sector regulation, PPP/concession advisory, insurance, public policy, or related fields.

  • Demonstrated experience in complex public-private partnership transactions.

  • Strong understanding of Pakistan's financial, insurance, regulatory, and procurement frameworks.

  • Advanced degree in Economics, Law, Finance, Business Administration, Public Policy, or a related discipline.

  • Professional certifications such as ACCA, CA, CFA, LLB/LLM, or equivalent will be preferred.

  • Experience with SECP, Competition Commission of Pakistan (CCP), Ministry of Commerce, SBP, or other regulatory institutions will be an advantage.

Proposal Submission Requirements

  • Statement of relevant experience.

  • Technical proposal and work plan.

  • Delivery timeline.

  • Financial proposal.

  • Conflict of interest declaration.

  • Any additional documents required under Balochistan Procurement Rules.

Selection Criteria

Applications will be evaluated under the Quality and Cost Based Selection (QCBS) method based on:

  • Relevant regulatory experience.

  • PPP/concession transaction advisory experience.

  • Understanding of the assignment and methodology.

  • Academic qualifications and professional certifications.

  • Financial proposal.

Assignment Duration

The consultancy assignment is expected to be completed within 4 to 6 weeks from the signing of the contract, with reporting to the Finance Department, Government of Balochistan.
