Job Description

A contractual employment opportunity has been announced for Engineers and Technical Experts for Third Party Validation (TPV) of ongoing and completed PSDP projects under CMIT Balochistan. The initial contract duration is 3–6 months, which may be extended based on satisfactory performance.

The purpose of this recruitment is to engage five specialized engineers to conduct Third Party Validation (TPV) of PSDP projects, evaluate PC-1 and related project documents, benchmark projects against approved standards, review technical specifications, and assess the quality and quantity of project implementation.

Available Positions

1. Team Lead / Senior Engineer (Civil Infrastructure)

Qualification & Experience

  • MS Civil Engineering

  • Minimum 15 years post-qualification experience in infrastructure planning and construction management

  • Preferably 3 years of monitoring and implementation oversight of TPV or public sector projects

2. Civil Engineer / Mid-Level Engineer (Buildings & Infrastructure)

Qualification & Experience

  • BSBE Civil Engineering

  • Minimum 5 years post-qualification experience in buildings and infrastructure projects

  • Preferably 1 year monitoring and implementation oversight of TPV or public sector projects

3. Civil Engineer / Mid-Level Engineer (Roads & Allied Infrastructure)

Qualification & Experience

  • BSBE Structural Engineering

  • Minimum 5 years post-qualification experience in roads, highways, and bridge projects

  • Preferably 1 year monitoring and implementation oversight of TPV or public sector projects

4. Civil Engineer / Mid-Level Engineer (Irrigation & Water Resources)

Qualification & Experience

  • BSBE Water Resources / Hydrology

  • Minimum 5 years post-qualification experience in water sector projects

  • Preferably 1 year monitoring and implementation oversight of TPV or public sector projects

5. Electrical / Electronics Engineer (Energy Sector)

Qualification & Experience

  • BSBE Electrical Engineering

  • Minimum 5 years post-qualification experience in relevant engineering disciplines and projects

  • Preferably 1 year monitoring and implementation oversight of TPV or public sector projects

Pay Package

Team Lead / Senior Engineer

  • Rs. 700,000 per month (Pay)

  • Rs. 200,000 per month (Logistics)

  • Subject to satisfactory monthly performance

Support Engineers

  • Rs. 500,000 per month (Pay)

  • Rs. 20,000 per month (Logistics)

  • Subject to satisfactory monthly performance

Required Documents

  • Updated CV with CNIC and attested academic credentials

  • Evidence of prescribed practical experience

  • PEC Registration Certificate (where applicable)

  • TPV monitoring experience in Government, Semi-Government, or International Development Organizations preferred

  • Supporting project photographs and documentation

  • Evidence of similar completed monitoring, validation, and implementation assignments preferred

Scope of Work

  • Evaluate PC-1 documents, BOQs, specifications, contract obligations, soundness, and regulatory compliance

  • Develop field methodology and work plans

  • Collect and verify project data

  • Identify cost overruns, deviations, delays, and technical deficiencies

  • Recommend corrective actions

  • Strengthen CMIT technical oversight for TPV

  • Conduct desktop reviews of selected PSDP schemes

  • Validate quality compliance and structural integrity

  • Assist in desk reviews, site inspections, and technical reporting

Important Notes

  • Assignment is purely contractual

  • No government vehicles will be provided

  • Engineers are responsible for office setup, transport, fuel, TA/DA, and field equipment

  • Technical findings must remain unbiased and evidence-based

  • Age limit: Applicants must be up to 55 years of age

  • Applicants will be selected through Technical Assessment, Evaluation Framework, and Interview

Reporting & Selection

Selected engineers will submit validation reports to the Provincial Selection Committee. The selection process includes:

  • Written Evaluation

  • Baseline Eligibility Review

  • Case Study

  • Interview
